The 'ERA Communication Synthesis Report' has been produced by the Joint Research Centre to support and complement the European Commission's 2013 ERA Progress Report.  Based on a cross-cutting analysis of comprehensive information on national policy measures related to each of the five ERA priorities (as defined in the 2012 EC Communication), it aims to identify progress and issues arising within and across countries in relation to achievement of the European Research Area.

Abstract
 

This report is a synthesis of progress towards achievement of the European Research Area (ERA), and has been produced to support and complement the European Commission's 2013 ERA Progress Report It is based on an analysis of country data on the five ERA priorities (as defined in the 2012 EC Communication) collected with the support of independent country experts in the first semester 2013, complemented by other relevant indicators and study results, where available. Taking each of the five ERA priorities in turn, it offers a cross-country analytical overview of relevant laws, policies and related policy support measures adopted and implemented in the 28 EU Member States and 13 Associated Countries. This report aims to identify behavioural patterns across countries, to take into account progress in relation to the ERA baseline indicators, and contribute to the ERA Monitoring Mechanism.
