Overview
 
FIRB aims are: to support basic research through stategic projects for the development of multisectorial technologies; "mission oriented" projects  with relevant scientific or technological content; projects to enhance large scale facilities; projects for creating and networking centres of excellence. Beneficiaries are universities, public research institutes, private organizations. In the case of private organizations, beneficiaries of the projects are mainly public-private collaborations.
Background and rationale
 
FIRB had the justifications of increasing and improving the scientific competencies of the country's research system and empowering the competitive capability of its industry at international level (see PICO Plan for Innovation, Growth and Employment).

FIRB pursues its main priorities of achieving relevant scientific value in strategic areas, in coherence with the three-year National Research Programme, by enhancing large scale facilities and creating centres of excellence and networking them.

Openness to EU countries
 
Italian Universities and public research organisations can involve European or international partners in two cases: 1. mission oriented projects " on specific Government bid" (art 6 DM 26/03/04), and 2. for the creation and nertworking of high quality S&T infrastructures (art 7 DM 26/03/04). In the latter instance, a programme agreement must be previously signed between MIUR Ministry of University and Research and the foreign institution.
Openness to third countries
 
Italian Universities and public research organisations can involve European or international partners in the case of "mission oriented projects  on specific Government bid" and for the creation and nertworking of high quality S&T infrastructures. In the latter instance, a programme agreement must be previously signed between MIUR Ministry of University and Research and the foreign institution. At present, MIUR Ministry of University and Research has signed programme agreements with several institutions of countries that do not belong to EU (such as many Mediterranean countries; India, Cina, Canada).
